Request for Cost Proposal

The Sheridan County Conservation District (SCCD) is requesting cost proposals for engineering services to address impacts and fish passage impediments associated with a diversion structure in Tongue River near Acme. An optional site visit will be on Wednesday June 23. We will meet at the Kleenburn Ponds North Parking Area (map) at 9:00 am. Proposals must be received by 4:00 pm on Friday July 2.

Project Description

The SCCD is coordinating assessment and reclamation efforts at the site of the former Acme Power Plant along the Tongue River. The purpose is to address contamination to make the site safe for public use. Along with contamination in soils and groundwater, the SCCD and partners continue to identify other resource impacts from the plant to the Tongue River corridor. An existing (but no longer used) diversion structure across the Tongue River at river mile 32.25 serves as an impediment to river connectivity and fish passage. A design study to explore removing and/or modifying the structure is one of several tasks associated with site remediation.


Through a grant from the Wyoming Game and Fish Department, the SCCD has up to $16,500 for development of permit ready designs (with cost estimates) for removal and/or modification of the diversion structure, installing grade control structures, if needed, and limited channel grading. At this time, little or no bank stabilization is being considered to reduce chances of exposing potentially contaminated soils. Additional services associated with implementation and oversight will be pursued separately as funding allows.

Selection Criteria

The SCCD Board will review proposals and make a selection in July 2021. While the proposed cost of services will be considered, it will not be the only criterion. Criteria to be considered include, but are not limited to:


• Qualifications and experience in performing these services;
• Proposed timeline for completion of services; and
• Reasonable project costs/rate schedule.

• Description of your qualifications, and
• A tentative schedule for completion.
